He replaces Léo Dorais who is now working as a special advisor to the Deputy Minister... Meanwhile, Alex Curran has resigned as Assistant Deputy Minister, Space Program, to become the President of SED Systems Inc., in Saskatoon... Brigitte Léger has been appointed Director, Performing and Visual Arts, Museums and Heritage Directorate with the Cultural Affairs Branch. She worked previously with the European Space Agency in Paris... The Department also welcomes Lucien Villeneuve as Director of International Development in the International Relations Branch. He comes from the Department of External Affairs where he held a number of positions over the past fourteen years, including postings in Switzerland and Senegal... Roger Vermette was appointed to the position of Assistant Director, Security Programs and Operations, and Kenneth Larson became the Assistant Director, Communications Support Services. Before assuming their new positions, Mr. Vermette was Chief, EDP Security for the Department and Mr. Larson was Chief, Emergency Plans... Information Services lost both its Director, John Davidson, who has taken a year of leave, and its Chief, Writing and Editing Services, David Wright, who is currently working for INMARSAT in London... Paul Racine, former Parliamentary bureau chief for Radio Mutuel, has been named Director General of Information Services, while Philip Kinsman has assumed Mr. Wright's duties on an acting basis... The Branch also acquired the services of Zelda Heller as speech writer and liaison officer... Following the departure of Art Lawless to Fisheries and Oceans Canada, Fernand Bélisle became the new Director, policy planning and coordination with Federal­Provincial Relations. Mr. Bélisle was formerly with the CRTC... At the same time, Eileen Sarkar moved to the office of the Senior Assistant Deputy Minister as special assistant. She replaces Mary Meloshe who accepted the position of Director, new services policies with the Broadcasting and Social Policy Branch... There were a number of other changes within the Branch. Michel Tremblay became a senior officer, Broadcasting Policy, along with Gwen Andrews who comes to us from the Public Service Commission... Meanwhile, Pierre-Paul Brassard, formerly with Radio Québec, is now a policy analyst with the Extension of Services Policy Division... David Balfour, formerly with the Department of Regional Economic Expansion, and Ginette Bergeron, from National Museums of Canada, are now working in Financial Management as analysts... Guy Aubin, who was formerly with Revenue Canada, Taxation, has assumed a similar position... Pauline Bissonnette, from Public Works Canada, joined our Department as the senior analyst with Financial Policies and Systems Development... The Director, of Computer Services, Ron Elliott, left the Department to join the private sector. He has been replaced by Nancy Corbett, from Agriculture Canada... Spectrum and Radio Systems Policy appointed two new chiefs: Wayne Longman, Chief, Fixed Services, from Transport Canada, and Raffoul Zeitoun, Chief, Broadcasting Services, who comes to us from the CRTC... In Personnel, Gaetan Boivin has accepted the position of officer, Personnel Systems and Evaluation. Mr. Boivin was formerly with Transport Canada... Suzanne Doris was appointed as a classification officer. She comes to us from the Canada Labour Relations Board... Janice Trenholme has left her position as a personnel staffing officer to assume duties with Health and Welfare Canada... Lorraine Croskery was appointed co­ordinator of the Employee Assistance Program, which aims at counselling and helping in the rehabilitation of employees whose personal or health-related problems are resulting in or could result in poor work performance... Bill Stilwell, from Transport Canada, has joined our Department as an analyst with the Communications Economics Branch... Lastly, at the CRC, Michel Martin, from the Canada Post Corporation, replaced Raymond Provencher as the official languages officer. Mr. Provencher has accepted a temporary assignment in Research Programs Management.

Pacific Region: The following persons were hired as radio inspectors: Jonathan Corris, Brad Thompson, Barry Isherwood, Douglas Shorter, and Grant Stevens in the Vancouver district; Neil Allwood, Kim Mikkelfen and Alstair Millham in Langley Office; George Sargent in Cranbrook, and Colin Dunn in Victoria... The Regional Office also acquired a new Systems Applications Engineer, Albert Lau... Rose Slutsky, secretary for the Regional Director, retired after 25 years of service with the federal government.

Central Region: Andy Cobham accepted the position of Regional Superintendent, Spectrum Control. He previously worked for Policy, Planning and Evaluation Co-ordination at Headquarters.... The Central Region also acquired several new radio inspectors: David Carr, James Maes, and Gwen Harmen at the Calgary District Office; David Migadel, John Mori and Wayne Janzen in the Edmonton District; Alan Coulter in Fort Smith; Michael Thul in Regina; Kim Baryluk in Saskatoon; and Gerald Bonnefoy in Grande Prairie.

Ontario Region: Lorraine Fleming from GTA replaced Margess Prokos as secretary to the Regional Director... Mrs. Prokos has taken leave for one year. Also at the Regional Office, Bruno D'Amario, a Broadcast Technologist with Engineering, accepted a transfer to Enforcement, where he replaces Bob Bissell who transferred to Authorization as a Land/Mobile and Fixed Services Technologist.

Quebec Region: Three employees have retired: Gérard Bôdy, Regional Advisor, Enforcement after 36 years with the federal government; Georges Dechène, Systems Consultant with GTA, after 37 years of service; and Jean Lécuyer, Regional Advisor, Engineering, after 36 years of service... The Regional Office welcomes two new employees: Marc Charest, who was formerly with Revenue Canada, Customs and Excise, was hired as the senior personnel clerk, and Denise Lepage, from Solicitor General Canada, who is now working for GTA as a systems consultant... André Simard, Regional Advisor, Enforcement, was promoted to manager of the Montreal district and Marc Montour, radio inspector, was appointed to the position of officer, Communications Development for the Regional Office.

Atlantic Region: The Moncton Regional Office welcomes its new programmer-analyst, Albion Boudreau, from the Department of Fisheries and Oceans and Yvette McLaughlin, from the private sector, as officer, Communications Development... Marty MacLellan, formerly a broadcast technologist, was promoted to the position of Superintendent, Enforcement.

Gilles Bérubé, Jacques Hébert and Wendy Snow, recent school graduates, have joined the Saint John N.B. office as Radio Inspectors, and Gary Dupuis and Donald Miller are now working for the Halifax district office. Mr. Miller was formerly with the Coast Guard, in Dartmouth... Correction : in the first issue of Communications Express, we have welcomed Albion Boudreau, as Programmer-Analyst. Ontario Region: Robert H. Mitchell retired recently after 42 years of service with DND and DOC... Replacing him as Manager, Government Telecommunications Agency, is Michael Connolly... Carl Olsen took over Mr. Connolly's position of Manager, Spectrum Control and was replaced by William Hall, new Manager of the London district office... Jack Holt and Jack Gavigan have been appointed as Communications Technologists... Joanne McCourt and Clinton Guy now work as Licensing/Exams Specialists in the Toronto district office... The Government Telecommunications Agency has three new employees: Larry Hargrove, Superintendent, Operational Services; David Morton, Systems Consultant and Mun Seng Liu, Systems Development Officer.

Pacific Region: Mark Gruenewald, consultant with the Government Telecommunications Agency, has accepted a new job with the Coast Guard of Transport Canada. He was replaced by Gail Baldock, formerly of the Vancouver district office... Geo Ciezek was transferred from the district office in Whitehorse to the one in Victoria... George Sargent, a Radio Inspector at the Cranbrook district office has left us for the private industry... Anne Francis was promoted to the position of Regional Administrative Services Officer.

Taylor occupait un poste à l'université de Montréal, où il a mis sur pied et dirigé le Programme d'études en communications... Le directeur général, Planification et coordination du secteur Arts et Culture, James MacDonald, a quitté le Ministère pour assumer de nouvelles fonctions à Statistique Canada. John Thera a pris la relève à titre intérimaire... Jean-Claude Bouchard, anciennement chef des Services administratifs et techniques du CRC, a accepté une nouvelle nomination au bureau de la DGPA à titre de directeur de la Coordination, secteur de la Politique. Il a été remplacé par Robert Ward qui, lui, a cédé son poste de chef des Opérations informatiques du CRC à Michael Francis, anciennement du ministère d'État chargé des Sciences et de la Technologie... In the Arts and Culture Branch, André Ouellette resigned as Director General, Cultural Affairs, to accept a 3-year assignment in Costa Rica, with the Institut interamericain de cooperation en agriculture (I.I.C.A.)... Lynn MacDonald, who came to DOC in May from Museums Canada, has been appointed Director General, Cultural Affairs, replacing Mr. Ouellette... Elisabeth Kriegler, who was Director General, Broadcasting and Social Policy, has left the department to join the Canadian Postal Corporation as Vice-President of Corporate Affairs. Her duties in DOC will be assumed by Shirley Serafini as Acting Director General. Mrs. Serafini has been Director of Broadcasting Policy since 1981... In December, the department lost François Perrier, who retired as Director of the DOC/CBC Telidon Teletext Project in the Informatics Applications Management sector... Keith Chang has now become Director of the project, along with the field trials... Richard Stursberg has joined the department as Director General of Strategic Planning. He comes to us from the Ministry of State for Social Development, and has had experience with Statistics Canada, the British Civil Service and with DOC as Special Policy Advisor to the DM... GTA saw a number of people accept new positions recently. Ronald Arsenault became Manager, Planning and Development, leaving his position as Head of Technology Research and Development... Robert Davis was appointed Manager of Information, having left DND, where he was a Major and staff officer in the Tactical Command and Communications Systems Project Management Office... Allison Keddy is now Director, Telecommunications Systems Management, GTA. He was formerly Chief of Staff, at the rank of Colonel, at DND... Dan Daley, who came to us from Bell Northern Research, was named Telecommunications Consultant in the National Capital Region office... Beverly-Anne Leonardon also becomes a Telecommunications Consultant... Brenda Sievert has been appointed as a Project Officer, Operations, and John Hawkins becomes Senior Purchasing Officer... Sarah Edwards has joined GTA as Publications Co-ordinator, Telecommunications Planning and Co-ordination... Sarah has worked in DOC previously, and most recently was with the Canadian Unity Information Office... Susan Baldwin left GTA to accept the position of Senior Advisor for Short-term Planning, Sector Co-ordination for Policy, Planning and Assessment... Larry Peters has taken over the position of Policy Analyst in GTA.

Atlantic Region: Terrence Landry, who comes to DOC from the private sector, joins the department as a Radio Inspector in Halifax... Jeff Davis and Terry Tait have received appointments as Telecommunications Consultants... Mr. Davis will be with the Halifax office and Mr. Tait in Charlottetown.

Quebec Region: The Noranda District office has a new Radio Inspector, Bernard Schumph.

Ontario Region: Carolyn Rankin joined the department as Regional Personnel Manager, coming from the Ontario Regional Public Service Commission... Wayne Ngo has been appointed Microwave Engineer, Engineering. He was previously with CNCP Telecommunications... Steven Mori is now a Telecommunications Systems Consultant, after working as a Junior Systems Consultant since 1981... The new Radio Inspector in the Kingston District office is William Walker, who was an inspector in the Kitchener District for nine years... Michael McLarty becomes District Office Supervisor, Ottawa District. Formerly, Mike was a Radio Inspector in Sault Ste. Marie... Paul Cook received an appointment as Inspector-in­Charge of the Timmins office, after serving as a Radio Inspector in Kingston.

Pacific Region: John Thwaites, Liaison Officer with the Program Development and Policy Analysis Section, retired after 11 years with DOC... Gail Baldock, GTA, was promoted to Telecommunications Consultant, after a successful one-year training assignment through the Equal Opportunities Program.

Lynn MacDonald, qui nous arrive des Musées nationaux, assume les fonctions de M. Ouellette... Elisabeth Kriegler travaille maintenant à Postes Canada, à titre de vice-présidente de l'orientation générale. Elle a légué son poste de directeur général, Politiques sociales et de la radiodiffusion, à Shirley Serafini, qui était depuis 1981 directeur de l'Analyse des politiques de radiodiffusion... A la Gestion des applications de l'informatique, le directeur du projet télétexte Iris, François Perrier, a pris sa retraite en décembre dernier et a été remplacé par Keith Chang, qui coordonne également les essais en vraie grandeur de ce projet... Richard Stursberg a été nommé directeur général de la Planification stratégique. Auparavant employé au Ministère d'État au développement social, M. Stursberg a déjà oeuvré au sein du ministère des Communications en tant que conseiller en matière de politiques au cabinet du sous-ministre. Il a également travaillé à Statistique Canada ainsi qu'à la fonction publique anglaise... L'ATG a été l'objet de nombreux changements dernièrement : Ronald Arsenault a laissé son poste de chef, recherche technique et développement, pour une nouvelle affectation à titre de gestionnaire de la planification et du développement... Robert Davis, auparavant au ministère de la Défense nationale, a été nommé gestionnaire de l'information... Personnel Operations lost the services of one of its pioneers, Claudette Potvin, who accepted a new assignment at the Secretary of State after 13 years at DOC... Information Services acquired the services of Richard Beaudin, who is the new Director, Exhibitions and Audio-Visual Services. He was previously at the Canadian Unity Information Office... At GTA, Roger Beauparlant the Manager, Policy and Analysis has been appointed Director, Planning and Co-ordination... Maria Morin has joined GTA as a User Services Analyst, while Sylvie Charlebois­Laprade, an administrative trainee, was appointed Budget Officer for the Planning and Accounting section... Campbell Laidlaw, formerly the Superintendent of Telephone Systems Operations, has joined the CRTC... John Delong left his position with GTA as a Telecommunications Consultant in the National Capital Region for the Royal Canadian Mounted Police.

Atlantic Region: Annie Pevlin, the clerk in the Saint John District Office (N.B.), retired after 16 years with the federal government... In the same office, Wendy Snow, a Radio Inspector trainee, resigned in July... Dave Dawson, a former Radio Inspector with the Halifax Office, has returned from the Canadian Coast Guard of Transport Canada to assume new duties as a Standards Officer, Enforcement, at the Moncton Regional Office.

Ontario Region: The Regional Office has recruited eight recent graduates from Ontario colleges as radio inspectors. Peter Allen, Luis Garcia, Peter Hill, Michael Lee, Michel St-Jacques and Cecil Young, are new employees in the Toronto District, and Jacques Filiatrault and Peter Kohl in the Sault Ste. Marie District...  In August, Serge Bertuzzo, Regional Director, Authorization, accepted a four­month assignment to the Ottawa District... During this time, he will be replaced by the Manager of the Toronto District, Mike Power.

Administration centrale: Le cabinet du ministre s'est doté d'une nouvelle adjointe à la correspondance, Anne Séguin, qui fait un retour au Ministère après avoir passé les derniers cinq ans à l'extérieur du pays... Le directeur des arts de la scène, des arts visuels, des musées et du patrimoine, Brigitte Léger, nous a quittés pour un nouveau poste au ministère des Sciences et de la Technologie... La direction des Relations fédérales­provinciales et de la coordination des politiques a accueilli récemment deux nouvelles employées : Barbara Kennedy, à titre d'agent des relations régionales et fédérales-provinciales, qui était auparavant coordonnatrice du programme de recrutement de personnes handicapées à Travaux publics Canada; et Jennifer Ricketts-Barbarie, à titre d'agent de liaison, qui nous arrive d'Agriculture Canada... La division des opérations en personnel a perdu les services de l'un de ses pionniers, Claudette Potvin, qui, après 13 ans de service au sein du Ministère, a accepté une nouvelle affectation au Secrétariat d'État... Du même bureau, Wendy Snow, en stage de formation pour un poste d'inspecteur radio, a donné sa démission en juillet dernier... Headquarters: In line with a review of priorities in the re-organization of Cultural Affairs, Ian McLaren, formerly director of Cultural Industries, has assumed his new duties as Special Advisor to Film... John Watt has moved to the acting position of Director, Film, Sound Recording and Publishing Policy. Over the past two years, he was senior policy officer in the Cultural Industries Directorate... Eileen Sarkar, has left her job of special assistant to the Senior Assistant Deputy Minister to assume the duties of Assistant Director, Legislation and Cabinet Liaison, at the office of the Director General, Strategic Planning... Michel Tremblay of DGBP recently left for the CRTC; he has been replaced as Senior Analyst, Broadcasting Policy by Richard Paradis, previously a Senior Planning Analyst at the CRTC... Pierre­Paul Brassard, policy analyst for Extension of Services, now works for CBC... The Federal-Provincial Relations Branch recently welcomed a new Policy and Planning Officer, André McArdle, who has been the assistant to the ADM, Intergovernmental and International Affairs at Health and Welfare Canada... Fernand Bélisle, Director of Policy Co-ordination, left the department for a new assignment with the CRTC... R. E. Gladstone comes to us from National Defence and will work with SCSS as Chief of Information Security... Three people have been appointed to the new Senior Evaluation Manager positions in ADMFM. They are Barry Braggs, formerly the Co-ordinator, Telidon Evaluation; Cameron McQueen, from Dalhousie University where he was the Director of Research Services; and Douglas Stewart, formerly the Director, Short-term Policy and Control with the Canada Mortgage and Housing Corporation.

Atlantic Region: Georgette Poirier joined us last July as clerk-receptionist at the district office in Saint John, N.B... Maurice LeBlanc, from the private sector, has assumed the duties of stores clerk at the regional office in Moncton... Paul Duval, statistical analyst, accepted a transfer to DGTR at Headquarters... Three employees have left the department: Norman Arsenault, draftsman, has resigned to accept a position with Public Works Canada in Moncton; Mariette Mullins, regional financial advisor, has returned to her former department, Regional Economic Expansion/Industry, Trade and Commerce Canada in Moncton; and Yvette McLaughlin, communications development officer, resigned to continue her university studies.

Quebec Region: Ginette Trudel, Systems Consultant, has left Montreal for a position as a Telecommunications Consultant with GTA in Ottawa... Alain Robillard, who was formerly a radio inspector with the Montreal District Office, has been appointed Chief Inspector.

Central Region: Bill Johnston, resumed his duties as Regional Director on September 26, 1983. He served as Acting Director General, Telecommunications Regulatory Services in Ottawa from December 1982 to August 1983... P.S. Verma was appointed Superintendent, Spectrum Engineering, last September. He was formerly with the Manitoba Telephone System as Staff Specialist responsible for Spectrum Management and Design.

Pacific Region: Hans Treffers, has transferred from a spectrum engineering position with the Winnipeg Regional Office to a systems engineering job with the Vancouver Regional Office... David McMillan resigned after 8 years as a clerk in the DOC Vancouver Regional Office... Doreen Krause retired after 6 years as the Whitehorse district office clerk, and Gudrun Steffen resigned after 8 years as a clerk in the Victoria District Office.

Pierre-Paul Brassard, analyste des Politiques de l'extension des services, oeuvre désormais à la Société Radio-Canada... La Direction des relations fédérales­provinciales a accueilli récemment André McArdle qui a quitté son poste d'adjoint au sous-ministre adjoint, affaires inter­gouvernementales et internationales, au ministère de la Santé et du Bien-être social, pour accepter le poste d'agent de politique et de planification... Le directeur de la Coordination des politiques, Fernand Bélisle, nous a quittés pour une nouvelle affectation au CRTC... Auparavant à la Défense nationale, R.E. Gladstone s'est joint au Ministère en tant que chef de la division de la sécurité des renseignements... Trois personnes ont accepté les responsabilités reliées aux trois postes de gestion­naires principaux de l'évaluation qui ont été créés au sein de l'ADMFM. Il s'agit de Barry Braggs, anciennement coordonnateur de l'évaluation de Télidon, au ministère; Cameron McQueen, de l'Université Dalhousie où il était directeur des services de la recherche; et Douglas Stewart, ancien directeur du groupe de la politique à court terme et du contrôle auprès de la Société canadienne d'hypothèques et de logement.

Auparavant, il était spécialiste administratif chargé de la gestion et de la conception du spectre au Manitoba Telephone System.
