Headquarters Minister's office: Timothy Denton has joined Miss MacDonald's staff as Special Assistant for broadcasting, film, video and sound recording policy. A lawyer by training, for the past six years he has been a consultant in broadcasting and telecommunications with the Nordicity Group Ltd. His previous employment experience includes work at the CRTC, with the Lambert Royal Commission on Financial Management and Accountability, and with the Privy Council Office... Geneviève Mounier is the Minister's new staff member responsible for the Agenda. Geneviève comes to DOC from the Minister of State (Forestry and Mines) Office, where she was special Assistant for the Quebec Caucus. She replaces Doug McClelland who left the Department in March to join the Canada Post Corporation in government relations.

SADM: In early January, Lyn Elliot Sherwood was appointed Director, Strategic Planning, Economic Development Policy and Cabinet Liaison, in the Strategy and Plans Branch. Previously with the Privy Council Office, she has been employed by the National Museums of Canada and the Ministry of State for Social Development. Her experience includes work in the private sector as a consultant on broadcasting policy. Lyn replaces John Sifton, who began a year's sabbatical leave from DOC last fall... Sean Berrigan, formerly legislative assistant to the Honourable Marcel Masse, has joined Strategy and Plans as Senior Planning Officer, Strategic Planning and Cabinet Liaison... A new addition to the Branch, Jean­François Tardif, joined the Department in November as a Planning Officer. Previously, Jean-François was the headquarters officer in charge of the Quebec and New Brunswick Economic and Regional Development Agreements (ERDAs) at the Department of Regional Industrial Expansion (DRIE) and later a Cabinet Liaison Officer with DRIE's Economic Development Division... Adam Ostry, who was a Senior Planning Officer with Strategy and Plans, is now Special Advisor, Communications and Information Technology Policy, in the Technology and Policy Planning Branch of ADMTT... Paschal O'Toole, who was on secondment to Information Services from the Office of the Solicitor General of Canada, has taken up new duties with the Department of Energy, Mines and Resources... Four new Senior Program Evaluation Managers have joined the Program Evaluation Directorate headed by David Black. They are Gaston Blais, Erica Claus and Robert Letellier, all formerly from the Cultural Affairs and Broadcasting sector, and Benoît Gauthier, previously with the Canada Mortgage and Housing Corporation... From Federal-Provincial Relations, Ruta Danaitis, who was Manager, Special Projects, has moved to the Privy Council's Federal-Provincial Relations Office, as an Analyst in its Social Development Branch... In International Relations, the new Bilateral Telecommunications and Development Directorate (formerly International Development) is responsible for bilateral relations on telecommunications matters with countries other than the U.S., international science and technology, international development, visits and special activities. New additions to Director Lucien Villeneuve's group are Paul McKenzie, Hubert Lussier and Jennifer Jang. Paul was formerly an investment counsellor with Investment Canada. He will focus on bilateral relations, and especially on international science and technology. Hubert most recently carried out research for the House of Commons. His main responsibilities will involve francophone matters and international development. Jennifer will deal principally with bi­lateral relations with China and Japan, special projects and visits. Best wishes to these new recruits!... The former director of the EXPO '86 Program Office, Elizabeth Châtillon, has joined International Relations as Director, International Cultural Affairs. Elizabeth is also responsible for the co-ordination of DOC's participation in the Francophone and Commonwealth Summit meetings being held next fall... Sergio Guerbilsky, formerly of Cultural Affairs and Broadcasting's Cultural Initiatives Program, is another newcomer to International Cultural Affairs.

ADMSM: Ken Godfrey, an analyst in the Regulatory Policy and Planning Directorate, has left the Department to join the private sector... Hugh Patterson has retired from the public service after a career in the military and 12 years with DOC, where he was most recently Chief, Emergency Plans, in the Emergency Telecommunications section. Friends and colleagues wished him farewell at a National Press Club reception... Formerly a radio inspector with the Ottawa District Office, Ken Duncan has joined Spectrum Management at Head­quarters as an Authorization Standards Officer in the Operations Division.

ADMCM: Barbara Bloor has joined the Department as Director General Financial Management. A chartered accountant, Barbara was most recently Senior Policy Analyst in the Office of the Comptroller General.... Jean Bélanger, who has been with the Comptroller's branch since 1980, has been confirmed as Director, Sector Management and Departmental Co-ordination.... In Informatics Management, Nancy Corbett, Director, Special Planning Projects, has left DOC to become Director General, Informatics Management with Correctional Services Canada.... Janice Shewchuck, who was Chief, Library and Information Retrieval Services, has left DOC to join DRIE as Co-ordinator of Corporate Services in its Native Economic Programs Sector.... There was a very fond farewell last fall to Mike Clohosy, Senior Project Officer in Human Resources Planning and Development. Mike, who joined the government service after a military career, came to DOC from DRIE. After working as a senior classification advisor from 1983 to 1985, Mike became involved in revising the departmental personnel manual. In 1985-1986, he also worked on the first biennial classification audit. Mike's family, as well as a group of his friends and colleagues, gathered to wish him a happy retirement at a reception in his honor held at Headquarters.

ADMAC: Lyse Richer, who is on secondment to the Department under the Interchange Program, recently accepted a new assignment at DOC as Director General, Policy Planning and Public Interest. Lyse was Director General and Secretary of the Montreal Urban Community Arts Council prior to her secondment.... The sector's ADM has a new Executive Assistant, Vladimir Skok, formerly of DGIR's Cultural Liaison Directorate... Lorna Higdon has joined the Publishing and Periodicals Policy and Programs Directorate as a Senior Periodicals Policy Officer. Formerly a strategic planning officer with the CRTC, Lorna has worked previously at DOC as Special Advisor, Communications, for the Honourable Marcel Masse... Lise Champagne and Roy Maddocks, both officers in the Heritage Policy section, have left the Department. Lise has joined the Canadian Dairy Commission and Roy is now with the Public Archives' Policy Branch... Theresa Rowat, who is on secondment from the Archives, is Roy's replacement... Don Stephenson, who was Director, Cultural Initiatives Program, has moved over to the Heritage Policy and Program Directorate as Director, Arts Policy... In February, former Special Broadcasting Policy Analyst, Michal Ben-Gera was appointed Director, Policy Planning, Research and Special Projects in DGBP. She replaces Mary Meloshe, who left DOC for the Department of the Secretary of State where she is Director, Student Assistance.

ADMTT: In January, Telecommunications Policy's Serge Presseau, who was Chief, Project Development, in its Policy Development section, took up the duties of Executive Assistant to ADM Richard Stursberg... After more than five years at DOC, following a 40-year career with Bell Canada, George Langdon, who was a Telecommunications Consultant with GTA, has left the Department to take up a similar position at the Senate.... Dr. Ian MacDonald, who has been with the Department since 1973, recently accepted a five-year professorship sponsored by the Natural Sciences and Engineering Council at the University of Regina. Dr. MacDonald will be holding the Industrial Chair in the university's Faculty of Electrical Engineering. While he was with DOC, he conducted research on optical switching.... After working at Telesat Canada for 12 years, where he was most recently involved in earth station engineering, Hugh Reekie is now Manager, Com­munications Program in the MSAT Directorate.... In mid-February, RaynaldTurgeon, who was previously Director, Internation­al Cultural Affairs in the International Relations Branch, took up new respon­sibilities related to co-operation in research and development with the Research Policy and Planning Directorate.... Harvey Werstiuk, who began his career with the Defence Research Board in 1964 at the Prince Albert Radar Laboratory and joined CRC in 1969, has transferred to the National Research Council's Space Division as the Techni­cal Manager on the Space Station Project. While he was at CRC, Harvey worked on applications of satellite com­munications to military communications problems. From 1977 to 1984, he was technical manager for the SARSAT project and from 1984 to 1986, Systems Manager for the RADARSAT project.... After 36 years of government service, Gerald Moss has retired from the public service. Following 16 years with the Defence Research Board, Gerry joined DOC where he worked for 20 years. Most recently, he was involved in military communications systems development in the Radio Propagation and Systems Research Directorate.... Work-related travel took him as far afield as Italy, Iceland, Jamaica and, in Canada, as far north as Alert.... Heinz Gindl, who was SARSAT Space Segment Manager from 1982 to 1986, has left the Department to accept a position with the National Research Council's (NRC) Space Division. Heinz is now working on the Space Station Project. Another former CRC employee, Doug Caswell, who worked on the CTS/HERMES project in 1973 and was seconded to the NRC as test manager for the Canadarm on the Space Shuttle from 1977 to 1981, is now employed at NRC as Advanced Robotics Manager for the Space Station Project. While he was at DOC, Doug was manager of MSAT's launch vehicle and platform from 1981 to 1984, when he also began working as spacecraft manager for RADARSAT.... Don McCoy, who was a research engineer in the RADARSAT Technical Office from 1982 to 1984, is now with the European Space Agency's installa­tion (ESTEC) in Noordwijk, The Netherlands, where he is working as a System and Technology Engineer.... Harold Raine, Deputy Director in the Space Applications Directorate, retired from the public service last year. Harold joined the government after graduation and worked exclusively on aircraft or space projects throughout this govern­ment service career. From 1954 to 1958 he worked at the Defence... Research Board and in 1960 he joined Shirleys Bay, where he was responsible for the launch operations of the Alouette I and II satellites. He became Project Officer for the ISIS A satellite in 1967, and from 1968 to 1971, was Project Group Leader for ISIS B. He was also in charge of setting up the David Florida Laboratory and its operations in the first two years.... In 1976, after becoming Deputy Director of the former Space Communications Programs Office, and, at the same time, Mission Director for CTS/HERMES, Harold became Manager of the Spacecraft Engineering Group and was Deputy Project Manager and Space Segment Manager in the MSAT Project in 1983. In 1986, he was named Manager for the development of the communications payload for the DND EHF Satcom project.... To mark his retirement from government service, a dinner-reception was held in late January. Although he has left the public service, Harold it still actively involved in the space industry and is now working for Canadian Astronautics Limited.

Atlantic Region:  The GTA District Office in Halifax has welcomed Operations Officer... Evelyn Auffrey, who joined DOC from Employment and Immigration Canada in Portage La Prairie, Manitoba.... Eloise Parsons was appointed Data Conversion Operator in the Moncton Regional Office. She comes to us from the RCMP in Fredericton.... Word Processing Supervisor Carolyn Thompson has left the Department to join Transport Canada.

Quebec Region: At the Canadian Workplace Automation Research Centre (CWARC), Joel Muzard joined the staff in September, 1986, as Manager, Expert Systems. Joel was previously employed outside the federal public service. André Lemay left Headquarters at the end of the same month to take up the position of Engineer, Document Interchange at the Centre. Kimiz Dalkir joined the Centre in early December as a Researcher and, at the end of the same month, Sonia l'Italien became Personnel Advisor.... In the Regional Office, Michèle Blouin came on staff as International Trade Ad­visor to work with The Arts and Cultural Industries Sectoral Advisory Group on International Trade. Yvon Deslauriers, who was Emergency Planning Officer, left the Department to join the Canadian Security Intelligence Service as a Communications Officer.

Ontario Region: Last year there were a number of new faces among the ranks of the radio inspectors. Gilles Bérubé has trans­ferred from the DOC in Saint John, New Brunswick, to the District Office in Toronto. He has been joined by David Bosquet and Peter Kohl. Peter comes to Toronto from our office in Sault Ste. Marie.... Anna Thompson, formerly a Junior Telecommunications Officer, has been appointed Communications Develop­ment Officer, Communications and Culture, in the regional office.... The Ottawa District Office has a new Supervisor, Gilles Rathier. Gilles was previously a radio inspector in Ottawa.... Robert Sombach, a licensing specialist for major systems with the Toronto District Office, has left the Department to take up new duties with the Ontario Ministry of Government Services.... After nine years with DOC, Tony Vanschyndel has left to pursue a career as a technical instructor at Durham College in Oshawa. Tony, who has worked since 1981 as a systems technologist in the Region's Projects and Measurements Engineering group, has been involved in a number of special projects over the years, including preparations for the papal visit, research on hydroelectric line interference and automated radio surveillance. We wish Tony all the best in his new endeavors.... Susan Anderson, who has worked for DOC in Edmonton and Yellowknife, recently joined the Toronto District Office's administration section.... Danielle LeBlanc, who relocated to Toronto from Shawinigan, was recently appointed to the Administration, Finance and EDP section of the Ontario Regional Off ice.... Previously with the Department of National Defence in Ottawa, Mirella Reynen came on staff in the Belleville District Office last fall.

Central Region: Recent months have seen several changes in the Central Region. Louise Campbell, who was a Program Develop­ment Officer in the Regional Office in Winnipeg, has transferred to DGBP's Extension of Services and Special Audiences Policy Directorate in Ottawa where she is a Program Analyst.... Bill Somers, who has been with DOC since 1978, most recently in the Saskatoon District Office, has been appointed Spectrum Allocation Technologist in Winnipeg's Regional Authorization section. To fill the spot left by Bill, Radio Inspector Brian Ollington, previously with the Winnipeg District Office, has transferred to Saskatoon.... Dave Migadel, formerly a Radio Inspec­tor with the Edmonton District Office, has been appointed Supervisor, Authorization and Examinations in Edmonton.... Other appointments in the Central Regional Office include those of Richard Gensiorek, as Supervisor, Fixed and Mobile Services; Geoff Kiffoyle, as Communications Tech­nologist responsible for the spectrum quality program; and Duane Rudeen, who has worked in the Edmonton, Grande Prairie, and Fort Smith District Offices as well as in Winnipeg, has been appointed Regional Specialist, Spectrum Management Systems.... Liz Magnifico is the new Regional Manager, Public Affairs, coming to the Department on a CAP Program assign­ment from the Prairie Regional Office of Veterans Affairs Canada. Pacific Region: In January, Mavis Allen ended her 21-year career with the public service. Mavis was on staff in the regional office for 11 years and will be well remem­bered by friends and colleagues.... W. Bud Campbell, who was a Radio Inspector with the Prince George District Office, has been promoted to the position of District Manager in Sault Ste. Marie. Jun Ing has been appointed Systems Development Con­sultant with GTA in Vancouver.... Rose Sirois joined DOC as Regional Manager, Public Affairs, in January. In the Regional Personnel and Administra­tion section, Joanne Buchan was recently promoted to Senior Personnel Clerk. Carla Osis has become District Office Clerk in Whitehorse.

Administration centrale Bureau de la Ministre: Timothy Denton s'est joint au person­nel du bureau de Madame MacDonald à titre d'adjoint spécial responsable de la politique sur la radiodiffusion, le film, la vidéo et l'enregistrement sonore. Elle était auparavant ad­jointe spéciale, caucus du Québec, au cabinet du ministre d'État chargé des Forêts et des Mines. M" Mounier a remplacé Doug McClelland qui a quitté le Ministère en mars pour se joindre à la Société canadienne des postes, dans le secteur des relations gouvernementales.

SADM: Au début de janvier, Lyn Elliot Sher­wood était nommée directrice de la Planification stratégique à la Direction de la politique du développement éco­nomique et de la liaison avec le Cabinet, Direction générale de la stratégie et de la glanification. Au cours de sa carrière, M Sherwood a tour à tour été à l'emploi du Bureau du Conseil privé, du ministère d'État pour le développement social et des Musées nationaux du Canada. Elle a également travaillé dans le secteur privé à titre d'expert-conseil sur les politiques de radiodiffusion. Mn'e Elliot Sherwood a remplacé John Sifton, qui a entrepris une année de congé sabbatique l'automne dernier.... Sean Berrigan, auparavant adjoint légis­latif de l'honorable Marcel Masse, s'est joint à cette même direction à titre d'agent principal à la planification.... Jean-François Tardif s'est joint à la direction en novembre dernier à titre d'agent de planification. Il travaillait auparavant au ministère de l'Expansion industrielle régionale (MEIR) à titre d'agent en charge des ententes de développement économique et régional (EDER) du Québec et du Nouveau­Brunswick à l'administration centrale. Il a ensuite été agent de liaison du Cabinet à la Division du développement écono­mique du même ministère.... Adam Ostry, qui était agent principal à la planification à la Direction générale de la stratégie et de la planification est maintenant conseiller spécial, politique de la technologie de l'information et des communications, Direction générale de la politique et de la planification de la technologie, ADMTT.... Paschal O'Toole, qui était détaché du Bureau du Solliciteur général du Canada aux Services d'information, a accepté un nouveau poste au ministère de l'Énergie, des Mines et des Ressources.... La Direction de l'évaluation des pro­grammes a accueilli quatre nouveaux gestionnaires. Il s'agit de Gaston Mais, d'Erica Claus et de Robert Letellier, tous trois du Secteur des affaires culturelles et de la radiodiffusion, et de Benoît Gauthier, auparavant de la Société canadienne d'hypothèques et de logement.... Ruta Danaitis, qui était directrice des projets spéciaux aux relations fédérales­provinciales, a accepté un poste d'analyste à la Direction du développe­ment social du Bureau des relations fédérales-provinciales du Conseil privé.

 L'ancienne Direction du développement international de la Direction générale des relations internationales a changé de nom et a accueilli plusieurs nouvelles figures. Connue dorénavant sous le nom de Direction des télécommunications bilatérales et du développement, elle est responsable entre autres des relations bilatérales relatives aux télécommunica­tions avec les pays autres que les États­Unis, de la science et de la technologie, du développement international, des visites et des activités spéciales.... Trois nouveaux employés viennent s'ajouter à l'équipe du directeur Lucien Villeneuve : Paul McKenzie, Hubert Lussier et Jennifer Jang.... M. McKenzie était auparavant conseiller en investissements à Investissement Canada. Son travail sera axé sur les relations bilatérales, en particulier dans le domaine des sciences et de la tech­nologie. M. Lussier était jusqu'à récem­ment chargé de recherches à la Chambre des communes. Il sera prin­cipalement responsable des questions francophones et du développement international. Mme Jang s'occupera surtout des relations bilatérales avec la Chine et le Japon, des projets spéciaux et des visites. Tous nos voeux de succès à ces nouvelles recrues !... Hugh Patterson a pris sa retraite après une carrière commencée dans les Forces armées et poursuivie au MDC.... II a passé 12 ans au Ministère où il était devenu, au moment de son départ, chef des Plans de télécommunications d'urgence à la section du même nom. Ses amis et collègues ont organisé une réception en son honneur au Cercle national des journalistes, à Ottawa.... Ken Duncan, auparavant inspecteur radio au bureau de district d'Ottawa, travaille maintenant à l'administration centrale comme agent des normes d'autorisation de la Division des opérations.

ADMTT: En janvier, Serge Presseau, qui était chef de l'Élaboration des projets à la Section de l'élaboration des politiques, Direction générale de la politique des télécommunications, est devenu chef de cabinet du sous-ministre adjoint, M. Richard Stursberg.... Après une carrière de 40 ans à Bell Canada et plus de cinq ans au MDC, George Langdon, un expert-conseil en télécommunications à l'Agence des télécommunications gouvernementales, a quitté le Ministère pour accepter un poste similaire au Sénat.... Ian MacDonald, employé du ministère depuis 1973, a récemment accepté un poste de professeur pour une période de cinq ans à l'Université de Regina.... Ce projet est parrainé par le Conseil de recherches en sciences naturelles et en génie du Canada. M. MacDonald sera titulaire de la chaire industrielle à la Faculté de génie électrique de l'univer­sité. Lorsqu'il était au MDC, il effectuait des recherches sur la commutation optique.... Après 12 années à l'emploi de Télésat Canada, où il travaillait récemment dans le domaine du génie des stations ter­riennes, Hugh Reekie est maintenant devenu gestionnaire des communica­tions au Programme MSAT.... À la mi-février, Raynald Tu rgeon, directeur des Affaires culturelles inter­nationales à la Direction des relations internationales, a accepté des nouvelles responsabilités en coopération pour la recherche et le développement à la Direction de la politique et de la plani­fication de la recherche.... Harvey Werstiuk, qui a débuté sa carrière en 1964 au laboratoire de radar de Prince-Albert du Conseil de re­cherches pour la défense, pour ensuite venir travailler au CRC en 1969, est devenu directeur technique pour le projet de station spatiale à la Division de l'espace du Conseil national de recherches. Lorsqu'il était au CRC, M. Werstiuk s'intéressait aux communica­tions militaires par satellite. De 1977 à 1984, il a été directeur technique du projet SARSAT et de 1984 à 1986, il était responsable de la gestion des systèmes au projet RADARSAT.... Gerald Moss a pris sa retraite après 36 années de service dans la Fonction publique fédérale. Après avoir passé 16 ans au Conseil de recherches pour la défense, M. Moss s'est joint au MDC où il a passé 20 ans. Avant son départ, il travaillait à la mise au point de systèmes de communications militaires à la Direc­tion de la recherche sur la propagation radioélectrique et les systèmes. Dans le cadre de son travail, il a eu l'occasion de voyager à l'étranger, en Italie, en Islande et en Jamaïque entre autres, ainsi qu'au Canada, jusqu'à Alert, dans le Grand Nord.... Heinz Gindi, qui était gestionnaire du segment du projet SARSAT portant sur l'espace de 1982 à 1986, a quitté le Ministère pour accepter un poste à la Division de l'espace du Conseil national de recherches. Il travaille maintenant au projet de station spatiale. Un autre an­cien employé du CRC, Doug Caswell, qui travaillait au projet CTS/HERMES en 1973 et qui avait été détaché au CNR (Conseil national de recherches) à titre de directeur des essais du télémani­pulateur de la navette spatiale de1977 à 1981, est maintenant devenu gestion­naire de la robotique avancée pour le projet de station spatiale au CNR. Lorsqu'il était au MDC, M. Caswell avait été chargé de la gestion des véhicules et des plates-formes de lancement pour le projet MSAT, de 1981 à 1984. Il avait aussi commencé à travailler à titre de gestionnaire des véhicules spatiaux pour le projet RADARSAT.... Don McCoy, ingénieur au Bureau tech­nique de RADARSAT de 1982 à 1984, travaille maintenant au Centre européen de recherches et de technologie spatiale (ESTEC) de l'Agence spatiale européenne à Noordwijk, aux Pays-Bas, à titre d'ingénieur spécialiste en systèmes et en technologie.... Harold Raine, directeur adjoint à la Direction des applications spatiales, a pris sa retraite l'année dernière. Il s'est joint à la Fonction publique fédérale dès la fin de ses études et allait passer toute sa carrière à travailler à des projets dans les domaines de l'aviation et de l'espace. Il a travaillé au Conseil de recherches pour la défense de 1954 à 1958 et est arrivé à Shirleys Bay en 1960 en tant que responsable des opérations de lancement des satellites Alouette I et II. En 1967, il est devenu agent de projet pour le satellite ISIS A et de 1968 à 1971, il a été chef de groupe pour le projet ISIS B. Il a également été chargé de la mise sur pied du laboratoire David Florida et en a assuré la gestion pendant ses deux premières années de fonctionnement. Directeur adjoint de l'ancien Bureau des programmes de communications spa­tiales en 1976, en même temps que directeur de mission pour CTS/HER­MES, il est devenu gestionnaire du Groupe de génie des véhicules spatiaux dés sa mise sur pied puis directeur adjoint de projet et directeur du segment de l'espace du projet MSAT en 1983. En 1986, il a été nommé gestionnaire du développement des installations de communication pour le projet EHF Satcom du MDN.... Une réception a été organisée à la fin de janvier pour souligner son départ. Même retraité de la Fonction publique, M. Raine est toujours actif dans le domaine et travaille pour la société Canadian Astronautics Limited.

Région de l'Atlantique: Evelyn Auffrey est entrée au service du bureau de district de I'ATG à Halifax à titre d'agent des opérations. Elle travail­lait auparavant pour le compte d'Emploi et Immigration Canada, à Portage La Prairie (Manitoba).... André Lemay a quitté l'administration centrale à la fin du même mois pour occuper le poste d'ingénieur, inter­change de documents. Au début de décembre 1986, Kimiz Dalkir s'est jointe au personnel à titre de chercheuse et, Sonia l'Italien devenait conseillère en personnel à la fin du même mois.... En ce qui concerne le bureau régional, Michèle Blouin a été nommée conseillère en commerce international pour travailler avec le Groupe de con­sultation sectorielle sur le commerce extérieur portant sur les industries artistiques et culturelles. Pour sa part, Yvon Deslauriers, agent responsable du programme des communications d'urgence, a quitté le Ministère pour se joindre au Service canadien de ren­seignements et de sécurité à titre d'agent des communications.

Région de l'Ontario:  L'an dernier, on pouvait observer un cer­tain nombre de nouveaux visages parmi les rangs des inspecteurs radio. Gilles Bérubé a été muté du bureau de Saint John (N.-B.) au bureau de district de Toronto. David Bosquet s'est joint à lui, de même que Peter Kohl, qui nous arrive du bureau de Sault St. Marie.... Anna Thompson, anciennement agent subalterne des télécommunications, a été nommée agent du développement des communications, Communications et culture, au bureau régional.... Le bureau du district d'Ottawa a un nouveau superviseur en la personne de Gilles Rathier. Avant sa nomination, Gilles était inspecteur radio à Ottawa.... Robert Sombach, agent technique de la délivrance des licences des grands systèmes au bureau de district de Toronto, a quitté le Ministère pour aller travailler au ministère ontarien des Services gouvernementaux.... Après neuf ans au MDC, Tony Vanschyndel nous a quittés pour poursuivre une carrière d'instructeur technique au Collège Durham à Oshawa. Tony, qui travaillait depuis 1981 comme technologue des systèmes au sein du groupe technique des projets et mesures de la région, a participé à un certain nombre de projets spéciaux au fil des ans, y compris les préparatifs de la visite papale, la recherche en matière de brouillage sur les lignes hydroélectriques et la surveillance radio automatisée. Bill Somers, qui est au Ministère depuis 1978 et qui était dernièrement au bureau de district de Saskatoon, a été nommé au poste de technologue de l'attribution des fréquences, à la Section de l'autorisation du bureau régional de Winnipeg. L'inspecteur radio du bureau de district de Winnipeg, Brian Ollington, a été muté à Saskatoon pour remplacer Bill.... Région du Pacifique: En janvier dernier, Mavis Allen mettait fin à une carrière de 21 ans dans la Fonction publique. Mavis a travaillé pendant 11 ans au bureau régional et elle ne laisse que de bons souvenirs à ses collègues et amis.... W. Bud Campbell, inspecteur radio au bureau de district de Prince George, a été promu au poste de gestionnaire du bureau de district de Sault St. Marie. Jun Ing a été nommé conseiller en développement des systèmes de l'ATG à Vancouver.... They are Kent Manning, Shawn Morgan, Gerald Noordhof, Anthony Hayduk, Andrew Bewer­nick and Diane Hotra.... Lori Brennan is now a full-fledged Radio Inspector in the Calgary District Office.... Cecile Malo, of the Winnipeg Regional Office, has been confirmed in her position as Mailroom Clerk and Messenger... Joyce Edwards, Technical Clerk in the Kitchener District Office, has retired after 15 years service.

Pacific Region: Gary Paugh is now the District Supervisor, Authorization, in the Victo­ria District Office. He was previously with the Prince George District Office.... Frank VanderZande is the new Supervising Inspector with the Prince George District Office. He was previously with the Cranbrook District Office.... Savita Bhan is the new Com­puter/Word Processing Operator, in the Engineering and EDP Section of the Pacific Regional Office.... Michael Sun and James Laursen, in the Vancouver and Victoria District Offices respectively, are now full­fledged Radio Inspectors.... Dolly McElroy, formerly an Acqui­sitions Clerk with the Library and information Retrieval Services Divi­sion of DGAT, retired recently after 23 years of public service.

Retirements: In late October, friends and colleagues gathered at a reception in honor of Vince Hill (left), Director General, Telecommunications Policy Branch, who announced his retirement from the public service earlier that month. Vince worked for the Department for the past 15 years. Deputy Minister Alain Gourd presented Vince with a set of Olympic coins as a gift from his co-workers and Bill Musgrove, Chief of Staff, presented him with a retirement certificate signed by the Prime Minister, in apprecia­tion of his years of work in the public service. Richard Stursberg (right), ADMTT, was also on hand to participate in the ceremonies and to add his compliments and best wishes. Vince will be spending the next several months in England and in Spain, but intends to return to Canada in the spring, perhaps to resume work in the telecommunications field.... Wes Garvin, who entered the pub­lic service following a naval career, recently retired from his position as Manager of the Calgary District Office. Wes served as a Radio Communicator on HMCS "Cayuga" during the Korean War.... In 1956, Wes joined Transport Canada, working as a radio operator and later a monitoring radio operator in such places as Embarras Portage in Alberta, Aishihik Lake in the Yukon and Fort Smith in the N. W. T. He later moved to Calgary to become a Radio Inspector and Supervisor of Licensing and then of Spectrum Control. Wes held the position of District Manager of the Calgary District Office with distinc­tion from 1979. All of his friends in the Department wish Wes and his wife Doreen, a long and happy retirement in Salmon Arm, B.C.
