Spectrum Auction
a Canadian First
Industry Canada was recently responsible for a Canadian first—an auction
of licences for spectrum frequency bands. The 24 and 38 GHz bands were up for
grabs and 12 of the original 13 bidders are set to receive licences.
Access to the spectrum will allow these companies to put in place the
high-capacity infrastructure that is necessary for providing high-speed Internet
and electronic commerce applications.
The auction was conducted over the Internet using Canadian public key
infrastructure (PKI) encryption along with digital signature technologies to
ensure the bids remained confidential and verifiable. It allowed Industry Canada
to quickly and efficiently assign the largest number of licences ever awarded in
a single process, with 260 licences going to 12 companies who bid a total of
over $171 million.
Although most licences will continue being assigned on a
first-come-first-served basis, the success of this auction provides the
government with a valuable tool for awarding licences when demand for the
spectrum exceeds supply. The positive outcome of this on-line exercise was an
important step in integrating information technology in the delivery of
government services.

précédent au Canada en mettant aux enchères des licences d'utilisation du
spectre.
Douze des treize soumissionnaires inscrits au départ sont maintenant
autorisés à recevoir une licence pour les bandes de fréquences de 24 et de
38 GHz. Ces entreprises pourront ainsi fournir l'infrastructure à grande
capacité nécessaire aux applications Internet à grande vitesse et au commerce
électronique.
La vente aux enchères a eu lieu sur Internet au moyen de techniques
canadiennes de chiffrement (infrastructure à clé publique) et de signature
numérique pour garantir la confidentialité et l'authenticité des soumissions.
Elle a permis à Industrie Canada d'attribuer de façon rapide et efficace le plus
grand nombre de licences jamais délivrées en une seule démarche. Les
260 licences ont été réparties entre 12 entreprises qui avaient offert plus de
171 millions de dollars.
Le Ministère continuera d'octroyer la plupart des licences selon le principe
du premier arrivé premier servi, mais le succès remporté par la vente aux
enchères donne à l'administration fédérale un précieux outil pour l'octroi de
licences lorsque la demande excède l'offre. La mise aux enchères en direct
constituait une étape importante dans l'intégration de la technologie de
l'information dans la prestation de services gouvernementaux.
